Great powers can afford to go it alone.” -Mark Carney, Prime Minister of Canada He added, in a world of great power rivalry, the countries in between need to create a third path with impact. Jokes aside, without naming Trump, Carney made clear who he believes is accelerating the breakdown, accusing great powers of weaponizing tariffs, finance, and supply chains. They joined institutions, praised international principles, and benefited from predictability. And because of that, Canada could pursue values-based foreign policies under its protection. American hegemony in particular helped provide public goods, open sea lanes, a stable financial system, collective security, and support for frameworks for resolving disputes. Yet this bargain no longer works. Evidence of this system’s collapse is that Trump took away the landslide victory for Canadian conservatives by telling the Canadians every day for about two months before their election that he was going to annex them as the 51st state. Unsurprisingly, the Canadians then voted in the Liberal Carney instead as the anti-Trump candidate.
